Looks like Muse Watson aka Mike Franks returns in NCIS' 200 episode.

Muse Watson Returning for NCIS Episode 200: More Mike Franks
NCIS will be celebrating a big milestone episode this season, number 200, and it's going to be quite the episode. In fact, it sounds like it's such a big episode that it's bringing back the dead! Will Mike Franks be back in the bullpen with the team or in Gibbs' basement?
Muse Watson tweeted Saturday, "Just got my script for the 200 episode of NCIS. It is a great script. Gary done good.... then i got an e-mail from Mark welcoming me back."
Watson's character Mike Franks was a victim of the Port to Port Killer, Jonas Cobb, last season, and he was around after he died as Gibbs went over the events of what happened while his body was in autopsy. It was a touching episode, and with Watson recurring for a few seasons, it was just the right way to say goodbye, especially since it was evident that he wouldn't have been around for much longer anyway. Mike Franks was dying, and it was revealed that Gibbs had been working on his coffin. But what will bring him back? Will it be similar to the events of "Swan Song," just a flashback, or something else?
It had already been revealed that Muse Watson would be back, and he's not the only one. Shannon and Kelly will be back as well. It sounds like it should be an episode filled with flashbacks and remembering the previous 199 episodes. NCIS has been a big hit, especially over recent years, despite getting off to a moderate start. With how successful it has been over recent years, it's not surprising it has reached 200 episodes and wouldn't be surprising to see it reach at least one more milestone.

I think they mean it will be a newly filmed scene from the past (ie not old footage)
With 2 deceased characters reappearing for the 200th ep, I'm wondering if Gibbs will be in a coma doing a clipshow-esque dream sequence?

Thats pretty awesome about Ari & Franks...I wish they wud do the tri vector and have a scene with Kate....

Yes, that is what I meant! (it was my tweet ...  )
They shot new Ari-footage for this episode.
And with Shannon and Kelly we have 4 deceased characters in the 200th ep yet.

Bah the more I read about the 200th episode and the appearance of Tony's ex finance the more I worried these episode are going to be horrible. The 200th is starting to sound like a cross of a rejected star trek voyager episode where the temporal police show up for felonious time travel and its "Its a wonderful life" on LSD. And didn't we just bail on a bad Peyton Place romance of Ziva and Ci Ray? Second strike romances rarely work out so another repeat fail romance for Tony ? Bah
