There is speculation that Gibbs may have killed the wrong man. My thoughts are Mike Franks believed (almost the way Jennie did) that Hernandez had to be taken out no matter what and made sure that Gibbs was the one who did it... Honestly no, I can't believe Mike would have used Gibbs sending(Gibbs) on a mission of revenge to kill Hernandez If mike wanted Hernandez dead he would had done it himself . Frank's always prided himself as a good investigator and I don't think he would give Gibb's the wrong information on purpose. Its a very dangerous game to use Gibbs as a pawn (that's when he rails against Jennie and Vance the most) . And then why would Mike encourage Gibbs to join the then NIS? What to watch Gibbs ? Really that a plot line a tad too convoluted to be believed ? That would be a conspiracy going back season 3 ( I think that's when Mike first show up in NCIS?). That would almost take a B5 master outline of the whole series. No I think the murder of innocents is a red herring being throw out by agent skippy I mean Stratton . But who knows only time will tell.
